Va. lawmakers approve landmark transportation plan

The Virginia Senate voted for a landmark transportation overhaul Saturday, ending hours of speculation that the $880-billion-a-year plan would crumble in the face of an attorney general's opinion that threatened a Medicaid deal that Democrats wanted to tie to it.

The Senate voted 25 to 15, with several Republicans and Democrats in the evenly divided chamber noting that they thought the plan was flawed but nonetheless essential.
