Governor Bill Richardson has led a distinguished public-service career for more than 30 years as a U.S. Congressman (1982-1996) - U. S. Ambassador to the United Nations (1997-1998) - and Secretary of Energy under President Bill Clinton (1998-2000). As a diplomat and Special Envoy - Richardson has received four Nobel Peace Prize nominations - and has successfully won the release of hostages and American servicemen in North Korea - Cuba - Iraq and the Sudan. Since entering life as a private citizen in 2011 - he has authored three books (book link). Richardson has also served as a Special Envoy to the Organization of American States (OAS) and as a Special Fellow on Latin America at the James A. Baker III Institute for Public Policy at Rice University.

Senator Alfonse D'Amato served as United States Senator from New York from 1981 to 1999. He is a Republican. Senator D'Amato had a distinguished 18-year career in the U.S. Senate - served as chairman of the Senate Banking Committee - was a member of the Senate Appropriations Committee - specializing in defense and transportation issues - and served on the Senate Finance Committee. The former Senator is considered an expert in the legislative and political process. While in the Senate - Senator D'Amato was known for his constituent service. D'Amato was very influential in New York Republican politics - and widely considered the "boss" of the state GOP during his Senate years. Since entering private life - the Senator founded a highly effective New York based lobbying firm Park Strategies.

Commissioner Bill Bratton is the New York City Police Commissioner. He has previously served as the Commissioner of the Boston Police Department (BPD) (1993-1994) - New York City Police Department (NYPD) Commissioner (1994–1996) - and Chief of the Los Angeles Police Department (LAPD) (2002–2009). The newly elected New York City in 2013 - Mayor Bill de Blasio announced that Bratton would return to the post of Police Commissioner in New York City. Commissioner Bratton is having another successful run as Police Commissioner. Crime is down - violent crime is way down. The Commissioner has faced a number of challenges during this tenure but he has remained very loyal to the Mayor and faced down problems with professionalism and good judgement. Commissioner Bratton and his team are considered the leading world experts in terrorism and terrorist protection.

David R. Malpass is an American economist and also ran in the 2010 Republican primary for U.S. Senate in New York. He is the founder and president of Encima Global LLC, an economic research and consulting firm based in New York City. He served as Deputy Assistant Treasury Secretary under President Ronald Reagan, Deputy Assistant Secretary of State under President George H. W. Bush, and Chief Economist at Bear Stearns. During the presidencies of Ronald Reagan and George H. W. Bush, Malpass worked on an array of economic, budget, and foreign policy issues including small business promotion throughout Latin America, and the 1986 tax cut Malpass served as the Republican staff director of Congress's Joint Economic Committee from 1989–1990, and, more recently, as a member of Congress's blue-ribbon panel on budget scoring from 2002-2003. Mr. Malpass has worked at Bear Stearns for 15 years.

The goal is to use the proceeding to force all plaintiffs into one settlement – without requiring J&J itself to file bankruptcy
