The proposed Tax Cuts and Jobs Act currently making its way through Congress offers a unique opportunity to expand school choice in all 50 states — that is, unless the Senate blows the opportunity. The House version of tax reform that passed on November 16 includes an expansion of Section 529 college-savings plans for parents to pay for K–12 education expenses and for apprenticeship programs for up to $10,000 per year.
