Good morning from Washington, where, unlike The New York Times, most policymakers still don't blame the public schools crisis on "nice white parents." Mary Clare Amselem explains. D.C. covets money from federal taxpayers, but not federal help policing its streets. Fred Lucas reports. Plus: school choice in the spotlight and putting female athletes at a disadvantage.
