Kyiv, Ukraine — The war is still going on, but it is important to know that the Ukrainians are rebuilding what they can, where they can, sometimes strikingly rapidly. Just outside the city limits, near the E-40 highway, which runs west from the city center of Kyiv, there is a high-rise apartment building that has the unfortunate address of 9-A Chornobylska Street.
